The United Arab Emirates (UAE) has moved to significantly fast track its West-East crude oil pipeline expansion project, a strategic infrastructure push aimed at bypassing the increasingly unstable Strait of Hormuz and securing uninterrupted oil export flows through the Gulf of Oman. The decision, announced by Abu Dhabi authorities on May 15, 2026, comes amid escalating geopolitical disruptions that have effectively constrained one of the world’s most critical energy chokepoints, through which about 20% of global oil trade typically passes.

The fast tracked energy plan centers on expanding the country’s existing Habshan-Fujairah crude oil pipeline system – operated by the Abu Dhabi National Oil Company (ADNOC) – to double export capacity by 2027. Once completed, the new West-East oil pipeline will significantly increase the UAE’s ability to ship crude directly to international markets via Fujairah, bypassing the Strait of Hormuz entirely. UAE’s new oil pipeline will reduce its exposure to maritime risk in the Persian Gulf.

Strait of Hormuz: A Chokepoint Under Pressure

The Strait of Hormuz has become a focal point of global energy instability following sustained regional conflict and maritime disruption. Recent development indicates the waterway has experienced severe operational constraints, with tanker movements significantly reduced and intermittent closures disrupting trade flows.

The Strait typically handles around one-fifth of global oil supply. Prolonged disruption due to the U.S.-Israel-Iran war has removed millions of barrels per day from global circulation, contributing to sharp price volatility and rationing pressures across multiple import-dependent economies.

In response, Gulf producers – particularly Saudi Arabia and the UAE – have intensified reliance on alternative export corridors. The UAE’s strategy features the Habshan-Fujairah pipeline which already provides a direct overland route from inland Abu Dhabi fields to the Gulf of Oman, outside the Strait’s reach.

The existing West-East crude oil pipeline system, commissioned in 2012, currently has a capacity of approximately 1.5-1.8 million barrels per day. It has historically served as a critical export bypass route during periods of maritime instability.

Under the new plan, UAE authorities aim to substantially expand throughput and associated export infrastructure. This includes pumping stations, storage capacity and terminal upgrades at Fujairah. The objective is to enable a near-doubling of export capacity through the corridor by 2027.

Fujairah itself has also become an important energy hub due to its location on the Gulf of Oman. This is because it allows direct access to global shipping lanes without transiting the Strait of Hormuz. Also noteworthy, Fujairah is becoming increasingly important to ADNOC’s export resilience strategy, particularly during periods of maritime disruption.

West-East Crude Oil Pipeline Expansion Project: Reasons for Fast Tracking by the UAE

Several converging factors are driving the UAE’s decision to fast-track West-East crude oil pipeline expansion:

1. Geopolitical risk from US-Israel-Iran war

Ongoing US-Israel-Iran war has increased threats to the Strait of Hormuz. Repeated disruptions and retaliatory actions continue to affect global oil transport and markets.

2. Energy security

Gulf states are also increasingly prioritizing route-diversification. They are seeking to permanently redirect a significant share of exports away from vulnerable maritime passages. Some estimates suggest a long-term goal of shifting up to 50-80% of exports away from Hormuz-dependent routes. The UAE is also banking its national energy security on alternative, cleaner power sources including nuclear with Barakah nuclear plant – the Arab world’s first – meeting a quarter of the country’s electricity needs.

3. Export capacity optimization

The UAE has been targeting expanded production capacity through ADNOC. The operator has ambitions exceeding 5 million barrels per day in the medium term, necessitating export infrastructure expansion.

4. Post-OPEC changes

Recent changes in UAE oil policy have also increased flexibility in output and export planning. This has prompted faster infrastructure scaling decisions aligned with market demand.

Regional Energy Network Shift

The UAE’s pipeline expansion is part of a broader Gulf-wide transformation in energy logistics. Saudi Arabia’s East-West pipeline, running to the Red Sea port of Yanbu, is also operating at near full capacity.

Together, these systems represent a growing Middle East oil pipeline expansion strategy:

  • Eastern Gulf exports thorough Fujairah (UAE pipeline route)
  • Western Gulf exports through Red Sea (Saudi pipeline route)

This expansion and pipeline redirection is gradually reducing the leverage of the Strait of Hormuz. It, however, does not eliminate vulnerability entirely.
