The Homes at Thackston Park II, a 50-unit affordable housing complex in York City, has officially opened, marking a significant milestone in addressing the critical need for affordable housing in the area. This collaborative project between Creating Opportunities in Neighborhood Environment (CONE) and the York Housing Authority aims to provide families with limited incomes a secure and affordable place to call home.
Regina Mitchell, the executive director of the York Housing Authority and secretary to the board of CONE, expressed her enthusiasm for the project, stating that it will enhance the well-being of residents and contribute to the long-term sustainability and connectivity of York City.
A Variety of Flats at Thackston Park II
The housing complex consists of 17 buildings offering a variety of two to six flats in each structure. It includes one-bedroom units to spacious five-bedroom homes, ensuring there’s something for every family size. The complex is also designed with handicap-accessible areas to be inclusive and welcoming to all. Its neo-classic style with brick exteriors and bay windows seamlessly blends with the traditional aesthetics of nearby homes.
To bring this visionary project to life, CONE secured funding from federal, state, and local governments. The Pennsylvania Housing Finance Agency (PHFA) played a crucial role by granting tax credits and additional funding for the initiative. Despite challenges posed by the pandemic and construction supply chain issues, the project stayed on track and met its completion goals with temporary funding from the American Rescue and Recovery Plan. CONE also secured approximately $2 million in additional funds to bridge unforeseen finance gaps and facilitate the successful execution of the $15 million construction contract.
The grand opening of The Homes at Thackston Park II received overwhelming support from the community. The construction began in February 2022 under the guidance of Harkins Builders from Columbia, Maryland.
