A new affordable housing project called Harbour Village has begun in South Middleton Township, Cumberland County, Pennsylvania. Safe Harbour, a nonprofit organization based in Carlisle, aims to reduce homelessness in the county by providing affordable housing services. The project will bring 40 units to the area.

According to Scott Shewell, CEO of Safe Harbour, there are about 245 households in Cumberland County who are currently homeless or at risk of becoming homeless. To address this issue, Safe Harbour plans to provide affordable housing services through their Harbour Village project.

Development Plans for the Harbour Village Affordable Housing Project

The Harbour Village development is taking place on a five-acre site at the Smith Farm development. The property will consist of six residential buildings and a community building. It will offer a mix of one-bedroom, two-bedroom, and three-bedroom units, totaling 92 beds. The complex will also include fully accessible units and accommodations for the hearing and visually impaired.

All homes at Harbour Village will have either one or two stories and will feature a front porch with a private patio or balcony. The community will also have a common room, management offices, a full kitchen, and supportive services. Outdoor amenities such as a pavilion and a playground will be available, along with sidewalks and walking paths connecting the village to neighboring areas.

Some units at Harbour Village will be available for households earning 20% or less of the area median income. Safe Harbour will reserve a certain number of units for individuals and families earning 30%, 50%, or 60% or less of the area median income.

The construction cost of the Harbour Village project is approximately $18.15 million. Orrstown Bank has invested $11.25 million in low-income housing tax credits to fund the project, and additional funding will come from the county’s Home funds, Federal Housing Trust Fund support, and a first mortgage. The project will be completed in several phases, with a planned start date of September 2024. Safe Harbour expects the property to be ready for occupancy by November 2024.
